Kaworu sees everyone as a whole and he loves the whole. See it like a cell in a body, the body being called “Lilim”. Kaworu accepts that a cell exists for a reason and that a cell has a function. And he thinks they are worthy. Therefore, when talking to a person, Kaworu addresses them in a non-individual manner, but giving him a lot of worth because they are part of a very important “whole”. No being considered part of Lilim is worthless and thus Kaworu wishes for their happiness. He may not kill himself for them, care for their life story or want to give them love in particular, but he wishes for them to love themselves, love others, be loved by others and for them to find their own worth.
HOWEVER, he can see individuality. And when he does, he comes to love the people he sees individually. With repetition you get better, and interacting with someone you get to see them individually. Eventually. At least that’s how it works for Kaworu. It’s extremely difficult for him to see someone like that, but when it happens, he grows so fond of that person.
Kaworu’s love doesn’t have a proper definition, it doesn’t have limits. As matter of fact, Kaworu’s love is unconditional and very (literally) alien because he IS an alien. It’s not romantic, friendship, family, sympathy, pity, enjoyment, care, fun… it’s none of those because those would NEVER be enough to describe the sort of love Kaworu has for someone he sees individually. Kaworu’s love has no limits to define it. He isn’t “in love”, he just loves. The best way to describe this love is to call it “Love”. It’s its own definition.
So, is Draco seen individually or not? The answer is almost. So it’s right between the two, where Kaworu has begun to care for Draco as a person separated from the whole, but he still has much difficulty to actually see that. It has come to the point where he does want to see Draco individually and wants to know him individually, but it’s still a building process.
But hey, after that, there is only love.
Draco’s desire to be remembered plus the nightmare he saw, it calls for Kaworu to want to show Draco it’s alright not to be remembered forever, as long you have a fulfilled and happy life with the people you love. That any sin can be forgiven and no sin is beyond redemption. And it doesn’t matter you do something BIG in your life, what matters is that you do something meaningful.
Kaworu wishes he could just show him that it’s alright. Maybe not his actions, that hurt others, but that it’s alright. His life, his existence, his being. And that it will be alright, as long he wants it to be. He just honestly wishes for Draco to see he can be happy. And if Kaworu can help with that, he will keep talking to Draco to try and show him that.
