He's fully human. As much as Poe wishes he had the Force, he doesn't. It actually makes him sad a little bit since he truly believes in the Force. Poe heard many stories of the Jedi, knows about Obi-Wan and his teaching of Luke, Leia even had told him things about it. Poe's been through and seen a lot of action. In the end it's not just those Force users making a difference but the people of the Galaxy too. The Resistance can make a difference, people can make a difference.
