[It really said a lot that Harry's response to an invasion of furry animals was 'oh thank heavens, it was just that.' He had only traveled with the Doctor for a short time, but he had already learned that you should appreciate the moments where somebody wasn't trying to kill you. So, he's been recruited by some of the natives to help shoo cats out of the street.
The normally dignified Harry Sullivan is waving his arms like an idiot and making loud noises, trying to scare the cats away from a building. It's certainly making them panicky and run-unfortunately, they're running in circles. After a pause to catch his breath, Harry turns to the person next to him, exasperated, but not angry.]
